What we do.

We read the regulation, build the system and train the people who use it.

PT Etuya Enviro Alfa (ETUYA) builds climate and environmental data systems for Indonesian ministries, regional governments and development partners: planning, budget tagging, monitoring, calculators and learning platforms. We also advise on the methods behind them.

The work runs on three service lines: application development, strategic environmental consulting, and data dashboards and analysis.

  • Policy-literate engineering

    We start with the regulation, then write the code.

    The waste calculator follows Permendagri 7/2021. The resilience module fulfils RPJMN national priority PN 6.2.2. AKSARA tracks the RPJMN and Indonesia's international commitments.

  • Proven at national scale

    Our platforms run inside national and regional government.

    AKSARA, launched by Bappenas on 5 December 2019, is used by national and sub-national governments. CONNECT serves the Ministry of Finance. We work with nine institutional partners.

  • Advanced methods, made usable

    Machine learning, system dynamics and spatial analysis, in tools non-specialists can use.

    CONNECT tags climate budgets automatically with machine learning. Powersim models run in the browser, inside AKSARA. Results arrive as maps and dashboards.

  • Built to grow

    AKSARA grew from one application into a platform with several modules.

    We built or supported its modules for climate resilience, system dynamics, waste retribution and e-learning.

Our role

  1. PEP monitoring

    Bappenas begins monitoring RAN/RAD-GRK, the national and regional greenhouse gas action plans, through its PEP mechanism.

  2. PEP Online

    The online application that AKSARA would later transform.

  3. AKSARA launched

    Bappenas launches Indonesia's low carbon development planning and monitoring application, with four components:

    Sangkala
    progress against targets
    Kumawas
    monitoring implementation
    Biwara
    public reporting

From regulation to running code.

How we deliver a platform, from the regulation it follows to the people who use it.

  1. Read the regulation and the data

    Every tool starts with data collection and process analysis, including the regulation it has to follow.

  2. Design the structure

    Then the modules for planning, monitoring and evaluation, and the way information moves between national and regional government.

  3. Build, integrate, maintain

    Programming, integration and maintenance in Django, Python, Laravel and PHP, with APIs that let platforms exchange data.

  4. Train the people who use it

    Capacity building and events for the people behind the data, plus e-learning that reaches users in the regions.
