Every target needs a plan, a budget and a report. In every ministry and every region: 38 provinces, 514 regencies and cities. We build the systems that make that possible.

What we build

Systems for every stage of climate action.

One regional mangrove rehabilitation action, from planning and funding to monitoring and training, and the platform behind each stage.

  1. Plan: Every action starts as a line in a plan.

    The regional team enters the action in AKSARA's planning module and compares emission scenarios in the system dynamics models.

  2. Fund: The budget is tagged, so spending can be traced.

    Regional climate budget tagging (RCBT) records the funding as co-benefit, the category for spending that serves mitigation and adaptation at once.

  3. Track: Progress is monitored and reported against the target.

    AKSARA monitors implementation and produces organised reports, and its climate resilience module tracks actions against national resilience priorities.

  4. Learn: The people who report it are trained and certified.

    Regional staff learn the system through AKSARA e-learning: structured courses, interactive video, quizzes, a final exam and a certificate.

National and regional governments plan, monitor and report their emission-reduction actions in AKSARA, formerly PEP Online. We supported its design, development and capacity building.

Climate budget tagging with machine learning

We implemented the cross-platform integration and the machine-learning engine that tags climate budgets as mitigation, adaptation or co-benefit.

600+ trillion rupiah of climate-related state budget (APBN) realisation for 2018 to 2026, as published on CONNECT.

The circular economy action plan, updated and monitored

Bappenas and UNDP

We updated RANES, its targets and its plan for reaching the RPJMN targets, then built its monitoring in AKSARA, indicator by indicator, with data from many sectors.

3 July 2024 Bappenas launched the National Circular Economy Roadmap and Action Plan 2025-2045.

    The waste calculator follows Permendagri 7/2021. The resilience module fulfils RPJMN national priority PN 6.2.2.

  • Our platforms run inside national and regional government.

    AKSARA, launched by Bappenas on 5 December 2019, is used by national and sub-national governments. CONNECT serves the Ministry of Finance.

  • Advanced methods, in tools non-specialists can use.

    Machine learning tags climate budgets in CONNECT. Powersim system dynamics models run in the browser, inside AKSARA.

From regulation to running code.

How we deliver a platform, from the regulation it follows to the people who use it.

  1. Read the regulation and the data

    Every tool starts with data collection and process analysis, including the regulation it has to follow.

  2. Design the structure

    Then the modules for planning, monitoring and evaluation, and the way information moves between national and regional government.

  3. Build, integrate, maintain

    Programming, integration and maintenance in Django, Python, Laravel and PHP, with APIs that let platforms exchange data.

  4. Train the people who use it

    Capacity building and events for the people behind the data, plus e-learning that reaches users in the regions.
