Plan it. Fund it. Track it. Teach it.

Every climate target needs a plan, a budget and a report. We build the system for each step.

Plan and track emission cuts

Built with Bappenas and GIZ, AKSARA is where national and regional governments plan, monitor and report low carbon development: 76,777 actions from across Indonesia, as of October 2026.

Tag a budget line. See where it lands.

For the Ministry of Finance’s CONNECT, we built the machine-learning engine that tags budget lines as mitigation, adaptation or co-benefit. Try a simplified version.

Type a line and press Enter, or tap a sample.Press Enter to tag it.

Mitigation

Cuts emissions: solar, clean transport, energy efficiency.

    Adaptation

Copes with impacts: floods, drought, early warning.

      Co-benefit

        Does both: mangroves, peatland, waste.

The same four steps on every platform, from the rules it must follow to the people who use it.

We map the rules, the data and the process before any screen exists. The waste calculator works out retribution tariffs with the method in Permendagri 7/2021.

        What does ETUYA do?

We build climate and environmental data systems for government (planning, budget tagging, monitoring, calculators, learning platforms) and advise on the methods behind them.

        Who have you worked with?

Bappenas, the Ministry of Finance, the Ministry of Home Affairs and the Ministry of Public Works, with ADB, GIZ, UNDP, WRI and KOICA, plus KLHK, Universitas Multimedia Nusantara, Oxford Policy Management and Life Cycle Indonesia on specific projects.

Do you work with regional governments?

Yes. AKSARA is used by national and sub-national governments, the waste calculator was built for local governments, and AKSARA e-learning trains users in the regions.

Can you work inside a development-partner programme?

Yes. Our platforms have been delivered with GIZ, ADB, UNDP and KOICA alongside the ministries that own them, and LCDI Indonesia with Oxford Policy Management, funded by the UK FCDO.

        Do you only build software?

No. We design monitoring and evaluation frameworks, develop methodology, integrate policy and train the people who use the system.

        What happens after launch?

Maintenance and capacity building are part of how we deliver. AKSARA is the example: it kept growing with new modules.

        Which technologies do you use?

We have built with Django and Python, Laravel and PHP, Moodle, Powersim SDK, Highcharts, JSON APIs and machine learning.

        How do we start?

Send us the policy or regulation, who will use the system, and the data you already have. That is enough for a first conversation.

        From regulation to running code

Bring us the regulation. We’ll build the system.

Start with three things. They are enough for a first conversation with our environmental experts and engineers.
