We build the systems behind Indonesia's climate commitments.

Our environmental experts and software engineers design and maintain the platforms Indonesia uses to plan, fund and track climate action.

Delivered with Indonesia's ministries and development partners.

  • Bappenas, Ministry of National Development Planning
  • Kementerian Keuangan, Ministry of Finance
  • Kementerian Dalam Negeri, Ministry of Home Affairs
  • Kementerian PUPR, Ministry of Public Works and Housing
  • Asian Development Bank (ADB)
  • Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)
  • United Nations Development Programme (UNDP)
  • World Resources Institute (WRI)
  • Korea International Cooperation Agency (KOICA)

Why it matters, and the systems that plan, fund and track climate action

The target

31.89%

Enhanced NDC, 2022

Indonesia's 2030 emission-reduction target on its own. 43.20% with international support.

  • 38provinces
  • 514regencies and cities

Kepmendagri No. 100.1.1-6117/2022

Every target needs a plan, a budget and a report. For every ministry and every region.

Plan the actions behind the target.

AKSARA is Bappenas's low carbon development planning and monitoring application. We supported it from concept to code, including system dynamics scenarios in the browser.

Follow the budget into climate action.

CONNECT is a Ministry of Finance initiative. We implemented its cross-platform integration and the machine-learning engine that tags budgets as mitigation, adaptation or co-benefit.

Platform history

AKSARA grew from one application into an ecosystem.

AKSARA is Bappenas's platform, and its history starts before us. We supported it from concept to code, then built or supported four modules.

  • Bappenas platform history
  • Built or supported by ETUYA
  1. Bappenas platform history.

    2012

    Bappenas starts PEP monitoring

Bappenas monitors RAN/RAD-GRK, the national and regional greenhouse gas action plans, through its PEP mechanism.

  2. Bappenas platform history.

    2017

    PEP goes online

The monitoring mechanism becomes PEP Online.

  3. Supported by ETUYA.

Why ministries and partners work with us

  • Policy-literate engineering

We start with the regulation, then write the code.

    • RPJMN and international commitmentsAKSARA
  • Proven at national scale

Our platforms run inside national and regional government.

From the regulation to the people who use it

  1. Read the regulation and the data

Data collection and process analysis, starting with the regulation behind the tool.

  2. Design the method and structure

Methodology, monitoring and evaluation frameworks and system design, shaped around how the institution works.

  3. Build, integrate, maintain

Programming, integration with other systems through APIs, and maintenance after launch.

  4. Train the people who use it

Capacity building, events and e-learning with exams and certificates, from ministries to the regions.

Three service lines

  • Application development

Integrated applications for policymakers and funding institutions, built for data exchange across platforms.

    • Django
    • Python
    • Laravel
    • Moodle
    • APIs
  • Data dashboards and analysis

Spatial and non-spatial analysis that turns national datasets into dashboards, maps and scenario models.

    • Spatial analysis
    • Highcharts

Signal log

Do not take our word for it.

Open the platforms. Three from our work are online, with public pages anyone can check.

Checked 29 September 2026. CONNECT and ABgI screens captured that day; AKSARA screen from etuya.id.

Before the first call

Do you work with regional governments?

Yes. AKSARA is used by national and sub-national governments, the waste calculator was built for local governments, and AKSARA e-learning trains users in the regions.

Can you work inside a development-partner programme?

Yes. Our platforms have been delivered with GIZ, ADB, UNDP and KOICA alongside the ministries that own them.

Do you only build software?

No. We design monitoring and evaluation frameworks, develop methodology, integrate policy and train the people who use the system.

What happens after launch?

Maintenance and capacity building are part of how we deliver. AKSARA is the example: it kept growing with new modules.

Which technologies do you use?

We have built with Django and Python, Laravel and PHP, Moodle, Powersim SDK, Highcharts, JSON APIs and machine learning.

From regulation to running code.

ETUYA designs, builds and maintains the digital systems Indonesia uses to plan, fund and track climate action, with environmental experts and software engineers in one team.

Send us the policy or regulation, who will use the system, and the data you already have. That is enough for a first conversation.
